  1. I dont know which analogy to use when trying to explain that money spent by the Federal government for a state or city is still paid by the state or city, not the federal govt. Especially in the US, where every big state and big city gets multiple federal govt projects.
    In the case of the airport, landing fees and passenger taxes are increased to pay for the massive airport structure expenditure, while seats and airplane features must be minimized to offset the mandatory fees and taxes to charge competitive airfares.
