It’s true that it’s a pretty dumb rule, but FAA has it in place because takeoff and landing are more critical and it’s EMI sometimes does cause minor anomalies. For instance, I vaguely recall that it could cause false “storms” to appear on my Dad’s stormscope.
Regardless, I rarely turn off my phone. It’s a bigger problem for the cell towers since the handset can now be in line of sight for many of them and they don’t handle the switching very well. Sorry.
If the devices presented even a vague danger, there should be fines for being caught with them on.
There “can be” fines. It requires an aggressive flight attendent to initate the legal process.
