This is not a good deal. Pretty much all Chinese airlines offer member sign up bonus. Sichuan airline is a very small airline. You can get 1000 KM by joining China Eastern (Skyteam member). They have English web. Here is China Eastern:

FYI – For Sun Country 10 points is equivalent to what you would earn for 1 RT flight and is 10% of the way towards a RT coach ticket. I know only because I fly to MN every couple years. Only a few other ways to earn miles and Sun Country flies almost exclusively in and out of MSP.
