Given that people are arrested for speech in Europe, arrested for practicing Christianity in many Middle East countries and arrested for drugs everywhere in the world (something that is completely voluntary and a consensual personal choice about ones own body) I think your comment applies to all countries unfortunately. The problem with the UAE is there is not the clarity about what is permitted.
